Akwa Ibom Assembly Condemns street begging and child hawking within the State capital, Uyo Metropolis.
Akwa Ibom State House of Assembly has passed a resolution, calling on the State Governor, Mr. Udom Emmanuel to direct the State Ministry of Women Affairs and Social Welfare and other relevant agencies to evacuate under age children hawking whares on the street of Uyo metropolis.
The Akwa Ibom Assembly reached the resolution as one of its considerations during today’s plenary session, following information brought to the House by way of motion, by member, representing Ini State Constituency and Chief Whip, Rt. Hon. Otuekong Emmanuel Bassey.
The motion is titled: “urgent need to check and control street hawking by under-age children in the street of Uyo metropolis”
The House also called on Governor Udom Emmanuel to issue an executive order prohibiting street begging and child hawking in Akwa Ibom state.
Also, the Akwa Ibom Assembly further called on relevant government agencies, religion leaders, traditional rulers, Civil Society Organisations (CSOs), women groups, security agencies, media, elites and stakeholders to intensify sensation and re-oriention programmes on all ills of child hawking, poor parenting/guardianship and other forms of child abuse.
Presenting the motion on the floor of the House, Hon. Emmanuel Bassey acknowledged the ugly trend that street hawking by under age children has unfortunately become a norm in major cities, with specific emphasis on Ibom plaza, Oron road , Nsikak Eduok-Edet Akpan Junction, Udo Udoma-Osongama junction.
Other areas as listed by Hon. Bassey are: Abak Road by Udo Eduok and Ukana Offot as well as other traffic prone areas within Uyo metropolis as major locations for the display of this retarded acts that depict child abuse.
He expressed concern over the high risk child hawkers faced in the modern day society such as road accident, savages, intimates predators, sexual abuse while others are blindly Initiated and introduced to social vices capable of jeopardising their future.
Worried by the reality that the innocent child hawkers and beggars at street junctions and major traffic lights shall outgrow the petty funds they derive, calls for urgent need to curb the pending menace to avert formulating groups and Associations that shall promote societal ills.
Speaking in support of the motion, Rt. Hon. (Barr.) Aniefiok Dennis, Member Etinan State Constituency and Deputy Leader supported the motion and made emphasis on child’s right law which pooh-poohed child’s labour and called for strengthening of exiting laws in the State.
Hon. (Barr.) Otobong Bob, member Nsit Ubium State Constituency and Hon. Anietie Eka of Uyo State Constituency spoke separately in support of the motion and called on other members to throw their weights of support behind the motion for safeguarding the future of Akwa Ibom child.
Speaking in a discordant tone, Rt. Hon. Aniekan Uko, Member, Ibesikpo Asutan State Constituency spoke against the motion on the grounds that children are still on holidays and should help cushion the hard times experienced globally as a result of COVID-19 deadly pandemic even though he stands against child’s labour.
On his part, Rt. Hon. Udo Kierian Akpan, Member, Oruk Anam State Constituency and House Leader said the House must rise against child’s labour emanating from street hawking and street begging, especially under age children.
Akwa Ibom Assembly Receives Revenue Collection Bill and Akwa Ibom State Fiscal Reserve Board Bill
Also, at plenary today, a bill for a law to make provisions for the collection of revenue from transportation of goods by road to, in or from Akwa Ibom State for haulage fees payable at the point of loading and discharging of goods in the State and for other matters connected therewith was read the first time.
The bill has Rt. Hon. Nse Essien as the lead sponsor and 10 others.
Speaker Bassey while presiding committed the Bill to House Committe on Rules, Businesses, Ethics, and Privileges for rescheduling.
Equally, A bill for a law to establish the Akwa Ibom State Fiscal Responsibility Board for prudent management of the State’s Resources and ensure Greater Accountability and Training in Fiscal Operations and other Matters Connected therewith.
The bill is sponsored by Rt. Hon. Uduak Odudoh, Member representing Ikot Abasi/Eastern Obolo State Constituency and co-sponsored by 10 others.
Moving forward, Akwa Ibom State College of Education Law (amendment) sponsored by Rt. Hon. Nse Essien, was read the second time and received general supports of members during deliberations.
The Speaker committed the bill to House Committee on Education for scrutiny to report to the House within one month.
Akwa Ibom Assembly passed Akwa Ibom State Lottery Board into law
Again, A bill for a law to establish Akwa Ibom State Lottery Board was read the third time and passed into law.
This was sequel to the report of the House Committee on Appropriation and Finance chaired by Rt. Hon. Uduak Odudoh on the above bill.
The speaker of the House has directed the clerk of the Akwa Ibom Assembly, Mrs. Mandu Umoren to communicate same to the executive Governor of the State.
Meanwhile, the House has adjourned plenary to reconvene on Thursday, August 13, 2020, by 10: 00 hrs.
